The Ministry of Home Affairs has issued new guidelines on Wednesday for areas outside Containment Zones. Containment zones continue to remain under lockdown till October 31.
These activities shall continue to be bound by the national directives for COVID-19 management which include wearing a face mask, maintaining minimum distance and not spitting in public places.
Pertinently, the new relaxations would not be applicable to areas falling under containment zones. Only essential activities will continue to be allowed in such areas. The lockdown in these areas will remain in force until October 31. The areas being put in containment will have to be notified online by District Collectors.
Further, the State is expected not to impose any lockdown at the State/District/sub-division/city level outside containment zones without prior consultation with the Centre.
Some activities permitted beyond containment zones
Opening swimming pools for training sportspersons from October 15;
Opening of theatres or multiplexes with upto 50% of the seating capacity from October 15;
Entertainment parks and similar places can be opened from October 15;
Social, academic, sports, entertainment, religious or political functions can be permitted for upto 100 people at a time;
Such gatherings may be permitted for more than 100 persons after the October 15 subject to factors, for instance, if the gathering would be in closed spaces or open spaces;
No separate permission or e-pass required for Inter and Intra State transport.
Employers to ensure the use of the Centre's Aarogya Setu COVID-19 tracking app on by their employees a best effort basis. District officials may advise the use of the app.
For educational institutions beyond containment zones
For areas outside of containment zones, States and Union Territories have been permitted to allow the opening of schools and coaching centres after assessing the situation in their area after October 15.
It is added that students may attend schools only with the written consent of the parent. Schools and coaching centres have been asked not to mandate on physical attendance and leave that decision to the parent of the child.
The Department of Higher Education has been asked to make a decision regarding the opening of colleges and higher education institutions.
They have been recommended to allow only research scholars (Ph.D.) and post graduate students in the field of science and technology who require laboratory access for experimental works only after October 15.
Mandatory provisions
Educational insitutions, business and recreational places who would be opening have been strictly asked to implement a Standard Operating Procedure (SOP) which would be mandatory for every person visiting them.
The MHA has also mandated that the guidelines cannot be diluted by any State or Union Territory. It has included penal provisions in case of violation of the guidelines.
